References to other situations involving borders or frontiers may also be included, such as resource disputes, geopolitical questions, or irredentist issues; however, inclusion does not necessarily constitute official acceptance or recognition by the US Government.Disputes - international : fighting among ethnic groups - loosely associated political rebels, armed gangs, and various government forces in Great Lakes region transcending the boundaries of Burundi, Democratic Republic of the Congo, Rwanda, and Uganda - abated substantially from a decade ago due largely to UN peacekeeping, international mediation, and efforts by local governments to create civil societies; nonetheless, 57,000 Rwandan refugees still reside in 21 African states, including Zambia, Gabon, and 20,000 who fled to Burundi in 2005 and 2006 to escape drought and recriminations from traditional courts investigating the 1994 massacres; the 2005 DROC and Rwanda border verification mechanism to stem rebel actions on both sides of the border remains in place
Refugees and internally displaced persons
This entry includes those persons residing in a country as refugees or internally displaced persons (IDPs). The definition of a refugee according to a United Nations Convention is "a person who is outside his/her country of nationality or habitual residence; has a well-founded fear of persecution because of his/her race, religion, nationality, membership in a particular social group or political opinion; and is unable or unwilling to avail himself/herself of the protection of that country, or to return there, for fear of persecution." The UN established the Office of the UN High Commissioner for Refugees (UNHCR) in 1950 to handle refugee matters worldwide.
